Full professor since 1980 at the University of Ferrara of the chair of Administrative Law and of the chair of Administrative Procedural Law (Faculty of Law) of the University of Ferrara.
Former holder of the chair of Public Economic Law at the Faculty of Economics of the University of Bologna.
Former holder of the chair of Administration Sciences at the University of Venice, Cà Foscari.
Former holder of the course of Community Law and Legislation of Public Works at the Master (co-financed by the ESF) in Management Processes of Public Works.
He was professor of Public Law and of the Law of Markets and Public Companies course at the School of Economics, Management and Statistics of the University of Bologna until 2016.
He held the course in Urban planning, planning and private construction at the School of Specialization for the legal professions “E. Redeemed” (University of Bologna).
He was Professor of Administrative Law at the School of Law of the University of Bologna from 2016 to 2018.
He currently holds the Public Contract Law course: supplies and services works at the School of Specialization in Public Administration Studies (SPISA – University of Bologna) and the Administrative Law 2 course at the School of Specialization for Legal Professions ” AND. Redeemed” (University of Bologna).

He was Vice President of the Commission for access to administrative documents, pursuant to art. 27 of Law no. 241/90, at the Presidency of the Council of Ministers (from 1991 to 1994).
He was Director of the Department of Legal Disciplines of Economics and Business at the University of Bologna (from 1994 to 2009). E’ stato Presidente del Corso di Laurea Magistrale in Economia e Diritto, presso la Facoltà di Economia dell’Università di Bologna (dal 2008 al 2012).
E’ stato Coordinatore del Corso di Dottorato in Diritto dell’Economia e delle Relazioni industriali, indirizzo Law & Economics, afferente alla Scuola di Dottorato in Scienze Giuridiche dell’Università di Bologna (fino al febbraio 2010).
He is the founder and director of the Quarterly Review of Procurement (since 1986).
He is a member of the Italian Society of Construction Law (ISCL) and of the International Society of Public Law (ICON-S).
He is a speaker at numerous conferences mainly on public contracts, arbitration and public administration, water services, public lighting, local public services.

Scientific Coordinator of the PRIN 2009 Research Unit (Scientific Research Programs of Relevant National Interest) on the subject of “Financial constitution, budget constraints and the system of territorial autonomy” and was Scientific Coordinator of the PRIN 2007 Research Unit on the theme of “The market of unregulated (educational) professions”, PRIN 1997 on the subject of “Public markets and the regulation of telecommunications”, and PRIN 1996 on the subject of “European and national public markets”. He also participated in the PRIN 2003 research program on “The protection of trust: juridical and juridical-IT aspects”.

He has been a Cassation Attorney since 1980.
He has exercised his professional and consultancy activity on behalf of private individuals, public administrations and entities, in urban planning, environmental and land protection matters, with particular reference to public tenders and contracts, concessions of public goods, etc. He has assisted numerous public administrations and listed and non-public companies, including before higher jurisdictions.
